#Syria|Russia and regime cheat on FSA

The following statement by the FSA factions who signed the cease-fire agreement that does not exclude any region and factions, is related to Russia manipulation of the agreement and non implemetation of its commitments. The statement points out that several non negotiable fundamental points of the agreement which was signed by the factions have been deleted in the agreement signed by the regime.

The agreement document signed by the regime is conform to the Russian version. Yet, it remains to know if the agreement signed by the factions is identical to the Turkish version.

The cease-fire agreement document signed by the FSA and the regime is different.   The differences between the 2 versions are as follows:

There is no alternative to a comprehensive political solution to the Syrian crisis and it must begin soon within the political process in Syria as stipulated in the 2012 Geneva statement and the resolution 2254 of the Security Council of the United Nations. ” ورقة الفصائل تقول: “لا يوجد بديل من الحل السياسي الشامل للأزمة  على النحو المنصوص عليه في بيان جنيف 2012 والقرار 2254 لمجلس الأمن من منظمة الأمم المتحدة”السورية وأنه لا بد من البدء العاجل بالعملية السياسية في سوريا	Resolution 2254 is  seen as a guide line:  “There must be a comprehensive solution to the Syrian crisis, and that it is necessary to start the political process, guided by resolution 2254” تقول ورقة النظام “لا بد من الحل الشامل للأزمة السورية، وأنه لا بد من البدء بالعملية السياسية مسترشدين بالقرار 2254” N.B. Resolution 2254 is  seen as a guide line for the regime
Recognize the full respect of the sovereignty and unity of the territory of the Syrian Arab Republic بينما تقول ورقة المعارضة ويقرون بالاحترام الكامل لسيادة وحدة واراضي الجمهورية العربية السورية”	On the basis of full respect for the sovereignty and territorial integrity of the Syrian Arab Republic تقول ورقة النظام ” انطلاقا من الاحترام الكامل لسيادة ووحدة أراضي الجمهورية العربية السورية” ” N.B. No mention of Turkey
They declare the urgent attention to a comprehensive stability in the country with the participation of the representatives of the Russian Federation and the Turkish Republic as guarantors. ورقة الفصائل:”ويعلنون عن الاهتمام الشامل بالاستقرار العاجل للوضع في البلاد بمشاركة ممثلي روسيا الاتحادية والجمهورية التركية بوصفهم الضامنين”	In pursuit of securing a future stability in the country and coordinate with the representatives of the Russian Federation. ” …وسعياً نحو تأمين الاستقرار العاجل في البلاد والتنسيق مع ممثلي روسيا الاتحادية” N.B: No mention of Turkey
“The opposition is committed to form  a delegation to hold negotiations for a political solution aimed at a comprehensive solution to the Syrian crisis in a peaceful way, up to 6 January 2017 with the direct participation of the guarantors. And  the opposition will determine the  composition of its delegation alone.” ورقة الفصائل: “تلتزم المعارضة بتشكيل وفد من أجل اجراء المفاوضات الخاصة بالحل السياسي الهادف إلى حل شامل للأزمة  السورية عن طريق سلمي لغاية 6 كانون ثاني 2017 وذلك بمشاركة مباشرة من الضامنين. وتحدد المعارضة تشكيل الوفد بمفردها” N.B. Opposition speaks of a solution. It also mentions the participation guarantors to form the delegation, and next sentence mentions that the opposition will form it alone	“The Syrian government is committed to form of a delegation until December 31 in order to hold negotiations for a political settlement and determine the Government of the Republic. ورقة النظام:”تلتزم الحكومة السورية بتشكيل وفد في موعد حتى 31 كانون أول من أجل اجراء المفاوضات الخاصة بالتسوية السياسية وتحدد حكومة الجمهورية   N.B. The régime speaks of a settlement
The result of the joint work of both delegations to prepare a roadmap to solve the Syrian crisis within the shortest time. ” تقول ورقة المعارضة: ” نتيجة العمل المشترك يقوم كلا الوفدين باعداد خارطة طريق من أجل حل الأزمة السورية في أقصر وقت” N.B: shortest time.	According to the results of the joint delegation work no later than / 2017,  a roadmap will be set for the settlement of the internal political crisis in Syria. ورقة النظام:”حسب نتائج العمل المشترك للوفدين كليهما في موعد أقصاها/2017سوف يتم وضع خريطة طريق من أجل تسوية للأزمة السياسية الداخلية في سوريا N.B. 2017 is an opened date
The overall work of the two delegations will take place under the sponsoring of the guarantors“ قالت وثيقة الفصائل: “سيجري العمل الكلي للوفدين برعاية الضامنين”	“the work of the two delegations will be under the support of the guarantors” تقول ورقة النظام” سيجري عمل الوفدين كليهما بتأييد الضامنين” وليس برعاية الضامنين كما N.B and not sponsored by the guarantors
Speaks about one way peace. ” بينما تتحدث ورقة المعارضة عن طريق سلمي واحد	An agreement on the  delegation composition  to start  the special political solution aiming to a comprehensive solution to the Syrian crisis through the peaceful means of negotiations. ورقة الحكومة السورية:”وفيما سوف.أي الاتفاقية حول تشكيل الوفد لبداية المفاوضات الخاصة بالحل السياسي الهادف لحل شامل للأزمة السورية بطرق سلمية
